  1. Constitution of the Constituent Assembly

The assembly of political and social activists from all over the country shall be called the Constituent Assembly:

1)  who wish to protect socialism, secularism and communal harmony in the country;

(2) who wish to give people their innate economic rights such as Votership and their global rights in order to reduce economic inequality;

(3) who consider it necessary to form a party by combining all the political parties working on these issues to achieve the above objectives;

4)  who are unable to win the elections themselves due to expensive election system and consequently unable to cooperate in the work of making appropriate laws for the country. But these people are prudent enough in legislative works should be given opportunity of investing their skill in the legislature of the country. 

5)  Who according to the rules get the membership of the Constituent Assembly of this alliance.

1. Once the Constitution is framed and adopted, the Constituent Assembly will be transformed into the highest rule-making body for the coalition, to be called the "Elected People's Parliament" or "House of Nations"

2  The heads or permanent representatives of all social movements, alliances of movements, political parties, alliances of parties shall be ex-officio members of the Constituent Assembly of the Coalition.

3 The Alliance shall have its own Constituent Assemblies at all India level, provincial level, district level and shall have its own Compliance Committee and other organs.

4  The All India Level Constituent Assembly shall consist of not less than 51 and not more than as many members as the Legislative Assembly in the whole country. On the basis of 2023, the All India Level Constituent Assembly will have 4123 members with maximum political experience.

5  The Constituent Assembly at the state level shall consist of as many members as the block in the entire state.

6  In order to carry out their day-to-day affairs, the members of the Constituent Assembly shall elect a person from among them as their Chairman or Speaker.

7  The Speaker shall be the permanent president of the meetings of the Constituent Assembly. In his absence or as authorised by him, the Deputy Chairman shall preside over the meetings.

8  The meetings of the Constituent Assembly can also be held online and the proceedings of the meetings can also be approved through the online process.

9  Rules will be made to give representation to various castes and sects in the Constituent Assembly.

10 The Constituent Assembly shall make rules for conducting its meetings and for carrying out its functions.

2. Office-bearers of the Constituent Assembly

2.1  The Constituent Assembly shall have the following office-bearers at all levels:

1. Speaker

2. First Deputy Speaker

3. Second Deputy Speaker

2.2. The Speaker of the Constituent Assembly will be elected by the members of the Constituent Assembly either unanimously or by a two-thirds majority.

3. Functions of the Constituent Assembly

3.1  To facilitate the legislatures of the centre and the states through the benefits of a "Selected Parliament" constituted on the basis of selection rather than election.

3.2  To pave the way for the formation of a countrywide political party by combining all political parties working on the policies of socialism and secularism.

3.3  On the basis of seat allocation and recommendations of the Grading Council, there shall be division of work of the members of the Constituent Assembly amongst the floors/different levels.

3.4 The members of the Constituent Assembly shall continue to make rules for the Alliance until the final Constitution is made.

3.5 All meetings of the Constituent Assembly shall be compulsorily presided over by the Speaker. In his absence or when authorised by him, the meetings of the Constituent Assembly shall be presided over by the First or Second Deputy Speaker.

3.6  The Constituent Assembly decides on certain subjects by simple majority and on some other subjects by two-thirds majority. The Constituent Assembly will have the right to classify the subjects.

3.7  The Constituent Assembly shall make rules for the passage of laws for the coalition and approve the laws in accordance with the rules.

3.8  Any decision taken outside the Constituent Assembly shall not attain the status of law.

4 Rights of Members of the Constituent Assembly-

4.1  "Out of all the objectives provided by each constituent organizations and each coalition, to the extent possible, most of the objectives shall be included and accommodated in the Common Manifesto of the Alliance." ’’

4.2  To function as a "Rashtra Sabha" or "House of Nations" just like the Rajya Sabha and the Lok Sabha.

4.3  To make bills to Parliament and to the Government when a coalition government is formed and to make policy directions for making laws to fulfill the objectives of the coalition

5 Duties of members of the Constituent Assembly

5.1  The Constituent Assembly shall meet at least once in six months, in which the work done by the Compliance Committee will be reviewed in 6 months and proposals for upcoming programs will be discussed.

5.2  The duties of the members of the Constituent Assembly of the Coalition shall be:

1)  To have allegiance to the Constitution of the Alliance.

2)  Adhering to discipline in accordance with the Constitution and miscellaneous rules of the alliance.

3)  Each constituent party and each constituent coalition shall deposit its share of the amount in the account by the stipulated date as decided by the Constituent Assembly.

4)  To maintain friendly relations between the officials of the constituents and to remain constantly vigilant and work to curb factionalism.

5)  To reach out to convenors, national presidents and permanent representatives of all the constituents at their own expense to the event organized by any constituent. Information about reaching the program should be made available to the concerned organizer and coalition office at least 4 days in advance through the permanent representative.

6)  Not to make any indecent remarks by any constituent party or its office bearers against the office-bearers of any other party, which insult the target persons.

7)  The obligations conferred on him as decided by the Constituent Assembly shall be fulfilled by all the constituents in a timely manner.

8)  It shall be the duty of the coalition-affiliated coalitions to keep the information of the alliance available to the political parties and social organizations associated with their alliance, to ensure their presence in the meetings of the Constituent Assembly of the alliance and in the public awareness and power demonstration programs of the coalition, to ensure that the financial contributions received from time to time in the part of their member parties and social organizations are deposited with the coalition.
