The meeting was chaired by Shyam Gambhir ji.

During the meeting, Shri Vishwatma ji apprised the participants of the decisions taken in the last meeting of Lok Rajniti Manch held at the same venue on May 2, 2023. He further said that this meeting is in continuation of the first meeting. Therefore, the proposals prepared for discussion in this meeting have been prepared from the proceedings of the first meeting, so that the decisions taken in the first meeting can be followed. 

 

Shri Shivakant Gorakhpuri started reading out the proposals to discuss one by one. All the resolutions were discussed, amended wherever felt necessary and finally passed. The text of the proposals along with the decisions made are as follows:

SL. No. 1- Resolution No. 17 (from Resolution No. 16 of the previous meeting dated May 2, 2023)-*

In the Lok Rajniti Manch meeting held at Anubrat Bhawan on May 2, 2028, resolution number 7 says that until the people of the whole country/almost all the states are involved, wait for the formation of the National Working Committee of the alliance. In this regard, in the meeting of May 28, it was proposed that a national level committee should made in accordance with the constitution of the coalition. Until the constitution decides the nature of the working committee, senior leader of Lok Rajniti Manch Shri Shyam Gambhir should be appointed as the acting convenor of the alliance. The proposal was adopted unanimously.

SL. 2. Resolution No. 18

In resolution no. 8 passed on May 2 and resolution no. 11.1, it was said that when at least 51 members join the Constituent Assembly. Then to prepare the constitution of the coalition, a drafting committee of at least 3 members should be formed i.e. 5% of the number of members of the Constituent Assembly, who will do the work of making the constitution of the coalition. In today's meeting, it is proposed that since a total of 117 people have been sent the online form to join the Constituent Assembly, 5% of which can be included in the Constitution Drafting Committee. Therefore, in compliance with resolution No. 8 and resolution No. 11.1, the proposals to be presented in today's meeting are as follows :

The following people should be authorized for drafting the constitution of the coalition:

1. Justice Virendra Singh Yadav, former Judge of Allahabad High Court and former Lokayukta of Uttar Pradesh, should be requested to work as the Chairman of the Drafting Committee.

2. Shri Sandeep Pandey, a Magsaysay Award winner should work as a members of the Drafting Committee.

3. Advocate Shri Vijay Pal Singh, Advocate, Delhi High Court should work as Secretary of the Drafting Committee.

4. Shri Mehmood Pracha, Senior Advocate, Supreme Court of India should work as a member of advisory board of the committee.

SL. No.3 Resolution No. 19*

Resolution No. 11.2 stated that the 51-member Constituent Assembly would have the right to form political delegations to contact those current and former chief ministers and presidents of recognised political parties at the state level and all-India level; working against the BJP's anti-democratic, anti- secular, and anti-socialist activities. It was proposed that Mr. Sandeep Pandey be selected as the convenor of the Political Delegation Committee. He will be able to take whomsoever he considers useful to this committee from time to time in the tour of the contact campaign. We will expand our committee and those who will join this committee on May 28, i.e. today, their names should be considered. After discussing the issue, advocate Shri Shiv Singh Yadav said that he is ready to go wherever it is convenient to go by rail to contact.


*SL No.-4. Resolution No. 20*

Resolution No. 11.3, passed on May 2, stated that the 51-member Constituent Assembly would have the power to form a five-member committee of the coalition's economic delegation to contact industrialists and traders suffering from the BJP government. In this regard, it was proposed in the meeting that the names of those who would like to join this committee on their own will be considered. The task of creating a fund for the alliance should also be given to this committee. In this regard, Chartered Accountant Shri Dhruv Agrawal ji was given the responsibility to find suitable persons for this job.


*SL No.-5- REsolution No. 21*

Resolution No. 11.4, passed on May 2, stated that the 51-member Constituent Assembly would have the power to form a five-member committee of the coalition's media delegation to approach journalists and heads of media institutions who are anti-BJP or in a balanced manner in the media world. In this regard, it was proposed in the meeting that the names of those who would like to join this committee on their own will be considered. In order to contact useful people in the world of journalism and to form a 5-member media delegation, it is decided to find out the appropriate person to nominate as the convener of the delegation.

*SL No.-6- Resolution No. 22*

In resolution no. 15 of the Delhi Declaration, it was said that by May, the coalition should add at least 51 members to the Constituent Assembly. This target has been met and the number of people joining the Constituent Assembly has increased from 51 to 117. This information was considered encouraging. The list of the members of Constituent Assembly is given as annexure No.-1 of this proceedings.

*SL No.-7- Resolution No. 23*

In the same proposal, it was also said that the constitution of the alliance should be prepared by May. The target could not be met due to the delay in the 2nd meeting. But the Constitution Drafting Committee constituted today will be expected to submit the draft of interim constitution of the alliance by June 30, no matter how much time it takes to prepare the final constitution of the coalition. After discussion, it was decided that after talking to Justice Virendra Singh Yadav, and with Founder Members of the alliance Shri Sandeep Pandey and Shri Vishwatma Sh Sandeep Pandey should submit the interim draft of the Constitution by June 30, 2023.

*SL. No-7- Resolution No. 24*

In the same resolution no. 15, it was also said that in the month of June, all the Chief Ministers and former Chief Ministers of the country should be met to decide which dignitaries are in favor of running the coalition through democratic process and who are not. This list should be published in the first week of July. Mr. Shyam Gambhir ji has done homework in this matter and he has talked to Mr. Shyam Rajak of RJD and Mr. Afaq Ahmed of JDU. Both these leaders are trying to get the national presidents of their respective parties to meet the delegation of Lok Rajniti Manch. If this meeting is held in June, then we will be able to achieve our goal. After discussing the issue, it was decided that efforts to reach out to former chief ministers, current chief ministers and party presidents and to convey the message of Lok Rajniti Manch to them should continue. Based on their response after their meetings, the Lok Rajniti Manch will chalk out its strategy.

 

*SL No.-8- Resolution No. 25*

In the same resolution no. 15, it was also said that in the months of August and September, the state committees of the alliance, mandal committees, Lok Sabha committees, district committees, assembly committees and block committees should be constituted online. In this regard, it was proposed in the meeting that an online form for the formation of vertical committees of the alliance will be prepared within 1 week. The link of which will be forwarded more and more by all the members of the coalition and people of their identity will fill the online form and invite an application to join a committee. After the discussion, Shri Vishwatma ji was requested that this online link should be made as soon as possible. So that it is possible to make people office bearers of the alliance all over the country.

*SL No-9- Resolution No. 26*

The same resolution no. 15 also says that training camps should be organized to train all the office-bearers recruited in the said committees of the alliance in the months of August and September. It was proposed in the meeting that Professor Jitendra Kumar Sharma be appointed as the Convenor of the Training Cell of the Alliance and he may be authorized to prepare the Working Committee of the Training Department of the Alliance and to prepare a detailed outline of the training. The proposal was adopted unanimously.

*SL. No-10- Resolution No. 27*

The same resolution no. 15 also said that in the months of October and November, public meetings in all state capitals across the country should be organized to show the strength of the alliance and the candidates contesting for all the Lok Sabha constituencies should be identified for which the alliance will support. In January and February, booth committees should be formed in all the states of the country as far as possible through the assembly committees of the alliance. In this regard, it was proposed in the meeting that a convener of the campaign committee of the alliance should be made and the convenor should be authorized to form committees of the campaign committee of the alliance in all the states. After discussions, the task of forming publicity committees at all levels was also left to Mr. Sandeep Pandey.


*SL No-11- Resolution No. 28*

It was also proposed in the meeting that Lok Rajniti Manch will continue to play a complementary role with all other forums which are in favour of uniting anti-BJP organisations and political parties through the democratic process. The proposal was adopted unanimously.


*SL No.-12- Resolution No. 29*

In the meeting, it was proposed that as soon as the coalition has its own fund and its working staff. As soon as possible, an independent website of the alliance should be created, so that there is no confusion that this alliance is being run by only one party i.e. Voters Party International.

*SL No-13- Resolution No. 30*

In The meeting, it was also proposed that a total of 5 wings of the alliance should be formed, whose names should be as follows:

1. Civil Society Wing

2. Social Movement Wing

3. Political Wing

4. Business and Industry Wing

5. Media Wing

23.1 It was proposed that Shri Ashok Sharma, an officer of the Indian Foreign Service and ambassador to many countries, be appointed as the National Convenor of the Civil Society Wing. Shri Ashok Sharma, who was present in the meeting, said that he should be given some time to take a decision in this regard.

 

23.2 The name of Ms. Medha Patekar, national leader of the National Alliance of People's Movement, was proposed by SH. Vishwatma Ji to work as the National Convener of the Social Movement Wing. After discussions, it was decided that instead of making someone an office-bearer only symbolically, it should be ensured that he/she is made an office-bearer only when he/she can fulfill his/her responsibilities and give enough time to carry out the responsibilities. It was decided to talk to Ms. Medha Patekar on this subject and talk to Shri Subhash Bhatnagar ji, who works for the construction industry workers to work as co-convener. If he agrees on this, he should be appointed as co-convener.


23.3 The National Convener of the Political Wing shall discuss at the meeting and appoint any suitable person who has the ability to convince people, coordinate between conflicting ideologies and undertake the countrywide rail and air travel required for this purpose at his/her own expense. This issue was also left to Shri Sandeep Pandey after discussion.

23.4 A suitable businessman should be appointed by talking to the heads of FICCI, ASSOCHAM or CII for appointment as national convenor of Trade and Industry Wing. There could be no discussion on this subject.

23.5 A suitable person should be appointed as the National Convener of the Media Wing in consultation with leading journalists of the country, who has practical knowledge, experience and ability to polarize the media in favor of the alliance. This topic was also postponed.


*SL No-14- Resolution No. 31*

In the meeting, it should also be considered that apart from Shri Vishwatma, Shri Sandeep Pandey and Shri Prabhat Rai, the names of other people should be published on the website to join the Constituent Assembly of the alliance, so that new people are added to the alliance and the credibility of the alliance increases. The proposal in this regard is to obtain the consent of at least the following persons and publish their names in the Appellants List for joining the Constituent Assembly of the Alliance.

5. Renowned socialist leader Smt. Manju Mohan

6. Professor Jitendra Kumar Sharma, the great leader of the Jayaprakash Movement,


After discussing the matter, renowned Supreme Court advocate Mr. Mehmood Pracha gave his approval to publish his name in the appellants to join the alliance. It was decided to publish the names of Manju, Surendra Mohan and Shyam Gambhir in the list of appellants. Shri Ashok Sharma requested for some time to take a decision in this regard.


Sh. Shyam Gambhir ji, the convener of the alliance said that he have nominated as conveners of the alliance to Sh. E K Sreenivasan for Kerala  Sh. Sadat Anwar for Chhatisgarh and sh. Thakur Gopal Singh for Telangana State. Shri Shivakant Gorakhpuri offered the vote of thanks to participants and the meeting was concluded with tea.
