REPORT OF TWO DAYS CONFERENCE OF STATE UNIT OF ASSAM (27 AND 28 DEC 2021 AT RANGIA)
A state-level conference of office bearers of state of Assam of the VPI held in the Rangiya Town of district Kamrup, Assam on dated 27 and 28th of December, 2021. Sh. Vishwatma, the policy Director of the party was chief guest in the conference. Smt Babita Sharma Goyal presided over the conference. Sh. Lalit Pegu the state President of the party conducted the conference.
many decisions were taken, answers of many questions asked by the participants were given, many resolutions were passed and many complaints of participants were redressed, many suggestions were submitted and discussion on many issues were made in two days conference.
Discussion on policy issues
Issue-1
Agenda- Looking less votes obtained by the party in previous elections, the elections in future should be continued to contested or postponed for 20 years?
Decision- It was unanimously resolved that the party will improve the organizational structure to get its candidates elected in future elections and the party should be continue to contest elections in future.
Issue-2
Agenda- Should we adopt the policy of winning elections even ignoring our main mission?
Decision- It was unanimously resolved that the party will remain connected with its mission hence therefore the proposal was decided to get declined.
Issue-3
Agenda- What measures should be taken so that people who are capable in money, qualified in knowledge and able to take risk- would like to work in party organizations without demanding money and salary?
Decision- It was unanimously resolved that the party will form a committee which will identify such people and will inculcate love and affection for the majority forced to live in financial crunch and will inculcate attachment in maintaining peace and growing prosperity of all households.
Issue-4
Agenda- What may be the mechanism to maintain sovereignty of party in one hand and incorporate the knowledge and experiences of maximum office bearers of party to grow the party.
Decision- It was unanimously resolved that for the purpose of maintaining sovereignty of party in one hand and incorporate the knowledge and experiences of maximum office bearers the party will strictly follow the constitution of the party. Hence therefore all the powers of particular unit of the party will be vested in the hands of the president of said unit and the president will run its unit as per the provisions of the constitution. it is equally applicable on each Action Level units like Block, Circle, Sector and Village. It is also resolved that due to above said reasons the reasons for decisions of any upper level unit is not required to be given to its lower level unit

Agenda- How to protect Muslim community from the Muslim politicians guided by the anti Muslim forces?
Decision- It is observed that segmentation of Voter Community is dangerous for their economic interests. It is also observed that the conflicts between the communities and its politicians are the result of faulty election system. Hence therefore, it was unanimously resolved that the unity of voters must be strengthen by party to get success in our mission of Votership Right. Also resolved to expose the bribery committed by the Muslim Politicians availed from Anti Muslim forces in lieu of provoking the Muslims against other religious communities in the name of Muslim unity.
Issue-6
Agenda- What steps may be taken to transform our image as NGO to an Aggressive and dynamic political party?
Decision-
Decision- It was unanimously resolved that an election training will be conducted regularly to ensure better performance in elections.
Agenda- How the beneficiaries of PM Kisan Samman Nidhi and of Arunoday shchemes may be deployed in struggle of Votership Right?
Decision- It was unanimously resolved that New Front in the name of Kissan Morcha or Farmers Front will be formed at all levels in VPI. Also resolved that a New Front in the name of Arunoday Morcha or Arunoday Beneficiaries Front will be formed at all levels in VPI.

Question- When Votership money will be received?
Answer- Only when the government of the State/Country shall pass a law to that effect.
Organizational questions
Q- What is share of various vertical units of the party in donations made to party?
Answer- It was informed that as per the constitution of the party the share is highest at bottom level units and will be lowest at top level.
Question- For ousting the fascist force like BJP from power, whether the VPI should form alliance with Mamata Banerjee’s party?
Answer- VPI can form alliance with TMC only on condition of companying INC to insure the ousting of BJP from power and to maintain communal harmony in the country.
Question- Whether donations should be directly made to block and district committee workers?
Answer- All donations will be deposited into the bank account of the VPI for maintaining transparency.
Question- Whether donations collected for the VPI is donation or fee?
Answer- All money is collected from the public for VPI is donations only.
Question- Whether votes should be made transferable to other aligned parties?
Answer- Separate training will be organized in the matter of conduct of party members with aligned parties. It is possible only when votes of other aligned parties would shift to VPI.
Question- After how many years the Primary membership and PMA number expires?
Ans.-PMA No expires after 4 years.
Question- Whether the PMA no. without mention of the year has relevance.
Answer- PMA no. is useless if the year is not mentioned as it cannot be identified.
Question- After how many years the tenure of office bearers expires?
Answer- Tenure of the Office bearers expires after 4 years. Next elections will be conducted from Nov. 2023 to October 2024.
Question- Who decides/allots the Posts and Level to office bearers?
Answer- Posts and Levels are finally allotted by upper level units and through elections and as per party Constitution relevant guidelines.
Question- What is system and donation amount of renewal? Rs.100/-
Answer- Renewal may be done by minimum donation of Rs. 100/- and it should be done only by online method

Question- How the O mentality rich candidates are beneficial if they donate a sound amount to a party?
Answer- The O mentality rich candidates are beneficial if they donate a sound amount to a party without any doubt.
Question- Why no results have been produced in spite of Long period of struggle? In so many years why our party is not recognized by public?
Answer- In comparison to big political parties our struggle period is very short. Our party is recognized by public as per the ratio of membership and works of party workers.
Question- We are not getting vote even equal to number of our active workers, why?

Question- VPI workers work 1825 Days in 5 years for VPI but during elections many work for Dalal Parties, why?
Answer- Character building of workers is needed at all levels.
Question- Less Members More Votes in some constituencies BUT More Members Less Votes in some constituencies – Why?
Answer- It happens only where threat perception is high for VPI workers. Organizational unity, formation of booth level committee and complaint in police against anti social elements are some solutions.
Question- Poor people are losing hope due to delay in votership. we lost elections due to lack of funds. We are unable to offer tea, food, travelling expenses.
Answer- The traditional method to win elections cannot serve the purpose of VPI.
Question- Have the party had promised to give salary to workers of Block and District?
Answer- Party is not company, so there is no provision of salaries to be given by the party.
Question- Will party pay some money against expenditure incurred in coming to rallies?
Answer- Coming to rallies and working for political parties are social works and social works. That is why VPI is demanding that Govt. should recognize these works and make law to pay such social/political workers.
Question- Government don’t give Rashan if No vaccine, what to do?
Answer- Being a political party we cannot comment on vaccination.
Question- Have we not surrendered today before BJP?
Answer- No, VPI did what is expected of a civilized cadre of party and as law abiding citizens. However, legal steps in this regard will be taken.
Question- Many people say they have only RDR, not Certificate and ID card?
Answer- Such members should use online system to get membership, ID Card and Certificate.
Question- Why members don’t give monthly donation to party?
Answer- Upper level office bearers should start at their own level first, then motivate the lower level units to ensure regular donations to support the Party.
Question- What happened with passbook issued earlier?
Answer- Due to lack of Sector and village committees, the members of VPI are not understanding the benefits of monthly donation. However, now with online system, passbooks will have no relevance.
Question- Why mistrust amongst workers is widely seen?
Answer- Character building of workers is needed at all levels.
Question- Senior workers don’t work, what steps should be taken?
Answer- At least yearly, one day training of senior workers is required.

Answer- Politics is not the platform for earning money that is why wide spread corruption and political crime is seen. However, When RDR system will be approved by law then People in Politics will get remuneration for their service and corruption will be stopped/minimized.
Question- How the Security volunteers may be reactivated?
Answer- Proper Training, Revamping, New Recruits.
Question- Weather medicine, meditation and health classes should included in the training?
Answer- Yes, it will add uniqueness to our Party and will be beneficial to all,
Question- We must be aggressive, I myself fought with police.
Answer- We all need to stand up for our Rights.
Question- Why the Goreshwar block should be divided into two area?
Answer- Block area can be divided into 4 areas of Circles.
Question- How to inculcate revolutionary thinking to mobilize public?
Answer- By regular proper training and giving own behavior as examples.
Question- BJP vote is increasing due to PM Kisaan Nidhi, Arunoday, Old age Pension?
Answer- We need to educate the public by informing public that the money given by government is less and it should not be less than half of per capita income (i.e. Rs. 8000 as calculated in year 2021). Awareness of the public will change the situation and people will start voting for VPI.
RDR related Questions
Question- RDR will be given online or Offline in future?
Answer- Numbers of RDR certificates may be given online by software and the network of cadre of party may deliver the applicants offline.
Question- When RDR will be given?
Answer- Only certificates for RDR will be issued by VPI and we will continue to raise our demand with the govt to frame laws to pay the political workers and social workers in lieu of their service to political and social works.
Decisions
1. Monthly demonstrations will be conducted in Guwahati. Duty of two workers for dharna shall be deputed at district level and at Guwahati.
2. Grievance redressal system will be evolved. Online complaint form will remain open at all time 24×7.
3. Election Training of all office bearers separately will be conducted 6 monthly.
4. Networking of CSP (Customer Service Point ) will be introduced.
5. Upper level units will issue regular directions and tasks and regular follow up will Also be done for assessment of RDR certificate.
6. Regular attention will be paid to online/offline applications and an interview will be conducted on applications received for various Vacancies.
7. Administrative co-ordination Cell will be formed at State and District level for keeping regular touch with CS, DGP, DCs, SDOs, and SPs.
8. Offline and online donation campaign for office building will be started from 5th January, 2022.
9. चैनल वार और अखबार वार मीडिया प्रतिनिधियों की नियुक्ति किया जाए.
10. Roster duty for social media in Central/regional offices is must for training.
Suggestions
1. Formation of Booth Unit will automatically increase Votes.
2. Campaign for Removal of EVM is must.
3. We must fight non violently with patience. We are lucky to avail company of Sh. Vihwatma Sir who is Ambedakar of present day.
4. Influential/effective leaders must be recruited (in reference with Baihata Hospital case and the New Bongaigaon training case).
Complaints and Action
Complaint- No respect is seen by upper level office bearers
Action- Up gradation of self personality and character building is required to avail respect. Giving respect is the best way to get respect.
Complaint- State office is not working correctly.
Action- Till alternate competent office bearers to work at state level, the present office bearers should be obeyed to maintain discipline.
Complaint- Why Tarani ji, Suleman etc were not trusted during Nagaland case? Why were they asked to return without completing bail formalities?
Action- Because there were threat to their lives. The lawyer Babita Sharma Goyal explained the situation. It is advised that the mistrust on upper level office bearers like in Nagaland case is dangerous for party and suicidal for if trust is lost. Decisions need to be respected.
Complaint- Block and district committee members are not duly authorized by party hence local administrations don’t recognize.
Action- After issuing the ID cards to office bearers, circulars will be issued by the state committee to DC, Sp SDO of concerned districts conveying them the details of the office bearers.
Complaint- I don’t like Lalit Pegu.
Action- It may be a personal issue of complainant. Office bearers are nominated or elected by the collective decision not by personal choice of any particular worker of the party. Personal likes and dislikes should not have place for bigger good.
Complaint- Bed and food system is up-to-date only for only top leaders.
Action- There are many instances when top leaders/Workers are doing works of a peon of the party many times without any complain. Collectively we need to rise from petty issues.
Complaint- Complaint of Idleness of Dhubri committee workers was submitted.
Action- Reconstitution Dhubri Committee will be done by state unit.
Complaint- Muslims and Boro workers are not treated well.
Action- This allegation was not ratified by the participants of the conference.
Complaint- बोरो और आदिवासी और मुस्लिम संगठनों से बातचीत के लिए प्रतिनिधिमडल का गठन किया जाए।
Action- A committee will be formed at district and state level.
Complaint- What is source of fund for block and District office expenditure?
Action- After online system this complaint will be resolved.
Complaint- Nobody cares if workers fall aggrieved.
Action- It was resolved that a team will be formed at all levels to take care of the office bearers of subordinate committees.
